About this opportunity

The Food and Drug Administration's Center for Biologics Evaluation & Research (CBER) is seeking to procure the services of an Institutional Animal Care and Use Committee (IACUC) nonaffiliated member to serve the White Oak Animal Program at the FDA's White Oak campus in Silver Spring, Maryland. The selected contractor will receive a firm-fixed price stipend for ancillary expenses to attend monthly IACUC meetings, site visits, program reviews, and facility inspections. The stipend is explicitly designated for expense reimbursement only and does not constitute salary or time-based compensation, as such would create an institutional affiliation in violation of USDA Animal Welfare Act regulations. Qualified candidates must represent general community interests, have no affiliation with the FDA or CBER, and not be laboratory animal users. While the FDA intends to award the purchase order to Duncan E. Tebow under simplified acquisition procedures, the agency is accepting capability statements from other qualified parties until 10:00 a.m. Eastern Time on February 20, 2026, with responses to be submitted to Bonnie M. Amond at bonnie.amond@fda.hhs.gov.

This solicitation does not include any set-aside designation. Duncan E. Tebow of Silver Spring, Maryland is identified as the intended awardee, though the procurement remains open to competing capability statements. No specific award value or budget range is stated in the solicitation notice. The contract is classified under NAICS code 238990 (All Other Specialty Trade Contractors) and PSC code R416 (Support-Professional: Veterinary/Animal Care), and will be performed at the FDA's White Oak facility in Silver Spring, Maryland 20993. The procurement is being conducted under FAR Parts 12 and 13 simplified acquisition procedures, with a solicitation number of CBER-2026-132763.

Notice text

The objective of this purchase order is to provide reimbursement for the contractor’s ancillary expenses as a stipend in order to provide services and attend monthly IACUC meetings and site visits, program reviews and/or facility inspections. This is not for reimbursement of time and/or salary, as that would make the contractors affiliated with the Institution, which would not be in compliance with the USDA Animal Welfare Act laws and regulations, or this acquisition.
