About this opportunity
The U.S. Army Corps of Engineers Engineering Research and Development Center Construction Engineering Research Laboratory seeks a skid-mounted, deployable hydro-thermal liquefaction system through combined synopsis/solicitation W9132T22Q0011. The HTL system must integrate with CERL's hazardous algal bloom remediation system to physically remove algal biomass from water and convert it to fuel. Responses are due no later than January 31, 2022 and must demonstrate the HTL system can treat 1 gallon per minute of 2-20% algal biomass slurry with less than 0.5 kWh of energy. The solicitation was amended to extend delivery dates and add technical requirements for temperature, pressure, product separation, heat recovery, and pre-heating capabilities.
The opportunity is set aside for total small businesses and will be evaluated based on technical approach, past performance, and price. NAICS code 541715 and PSC code V999 apply. No incumbent or current contractor is identified. The place of performance is within the United States and the HTL system must be delivered within 8 months of award while training is to be completed within 9 months. The amendment did not specify award values but sought enhanced technical capabilities for a skid-mounted system to convert at least 1 gallon per minute of algal biomass into fuel.

*This posting on 25 January 2022 is to upload an amendment to this solicitation (B08.03 W9132T22Q0011-Amendment). This amendment addresses an extension of the delivery timeframe for the required equipment based on feedback from interested vendors regarding supply-chain concerns*
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued.
The solicitation number is W9132T22Q0011 and is being issued as a request for quotation (RFQ).
The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement for a skid-mounted, deployable Hydro-Thermal Liquefaction (HTL) system that will be integrated with a Hazardous Algal Bloom (HAB) remediation system being developed by CERL. The overall objective is to create a HAB system capable of physically removing HAB biomass material from the water and converting it to fuel. The HTL components are necessary for functions such as stabilization of HAB biomass, destruction of associated cyanotoxins, and recovery of resources such as biocrude fuel. Please reference the attached RFQ for full detail of the requirement as well as all applicable provisions and clauses.
Please provide responses to this notice no later than the date and time listed above to:
CERL-CT-QUOTES@usace.army.mil
Telephone responses will not be accepted.
* Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete representations and certifications. This system combines data that was formerly contained in the Central Contractors Registration (CCR), Online Representation and Certifications (ORCA), and the Excluded Parties List System (EPLS).
