About this file
This is an amendment to a solicitation issued by the U.S. Army Corps of Engineers for a deployable hydro-thermal liquefaction system. The amendment extends the delivery date for CLIN 0001 from 90 days to 8 months, and extends the delivery date for CLIN 0002 from May 31, 2022 to 9 months. It also modifies the description of requirement to specify the system must be capable of treating 1 gallon per minute of algal biomass slurry between 2-20% solids with less than 0.5 kWh of energy, and details additional technical requirements for temperature and pressure operation, separation of product streams, heat recovery, pre-heating, controls, dimensions, transport, and materials. Responses to the solicitation are due by the date and time listed on the opportunity synopsis issued by the Corps of Engineers Construction Engineering Research Laboratory for this combined synopsis/solicitation for a skid-mounted HTL system to convert algal biomass from hazardous algal blooms into fuel.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
DESCRIPTION OF REQUIREMENT
Description of Requirement
Deployable Hydro-Thermal Liquefaction (HTL) System
Background:
The research program objective is to develop and demonstrate a scalable and deployable capability to physically removal Harmful Algal Bloom biomass material from water and convert it to fuel. The 2019 and 2020 field experimentations indicated Hydro-Thermal Liquefaction technology can be useful for rapid stabilization of HAB biomass, destruction of associated cyanotoxins, and recovery of resources such as biocrude fuel. However, in order to address HABs, which can be dynamic and varying in scale, a deployable module is needed. Specially, this contract seeks to fulfill the need for a skid-mounted, deployable HTL system that will be integrated with a HAB remediation system.
Regarding clauses 252.204-7012 & 252.204-7020 in Section I of this award, there will be no Covered Unclassified Information (CUI) provided to the contractor under this award.
Requirements:
1. The Hydro-Thermal Liquefaction system (HTL system) must meet the following requirements:
The HTL system shall be capable of treating 1 gallon per minute (GPM) of algal biomass slurry having a concentration of 2% to 20% solids, with an energy requirement less than 0.5 kWh per gallon processed.
The HTL system shall be capable of continuous flow operation and have a retention time of at least 30 minutes, at a temperature up to 350oC. Different retention times or temperatures can be proposed as needed to maximize fuel conversion yields. Data or data-based projections for oil yields with 15 or 20% algal slurry as a feedstock shall be provided to justify the design retention time, operating time, and operating pressure.
The HTL system shall separate biocrude fuel, solids, and aqueous process streams, with mechanisms for continuous or semi-continuous discharge of each at safe temperatures and pressures into collection tanks. The collection tanks can be separate from the skid, should be comprised of appropriate materials for sustained storage of the associated product stream, and be capable of storing material generated over 24-hours of operation. The tanks should be skid mounted and secured such that they can be moved with an offroad forklift and drained into larger storage tanks that will be provided by the government. Two tanks for each product stream shall be provided to support continuous operations.
The HTL system shall have a heat recovery system that minimizes heating of the system during operations.
The HTL system shall have a liquid (glycol)-to-liquid (slurry) heat exchanger upstream of the heat recovery system that allows for using waste heat (from electrical generators) to preheat the slurry flowing into the system, thereby reducing electrical energy inputs during initial heating of the reactor and during reactor operation. The glycol loop will be designed to pre-heat the influent slurry to at least 95oC.
The system shall have an automated control system with a touch screen operator interface and include all necessary physical and electrical controls to ensure safe and efficient operation.
The system shall be outdoor rated (for operation and storage) with a roof and removable walls.
All key components of the system shall be accessible to operators for maintenance.
The HTL system shall be skid mounted and have a footprint of less than 30 feet (length) by 8 feet
(width). The skid frame shall be able to be lifted with a crane or appropriately rated telehandler.
The system height shall be less than 9 feet.
The HTL system shall be ruggedized for interstate transport and low-speed (< 5 mph) transport on packed gravel roads.
The system weight shall be less than 12,000 lbs.
An operation manual shall be provided.
The system shall be constructed of materials that ensure a lifetime of at least 10 years, and any component replacements over the system The systems shall be comprised of or coated with a corrosive-resistant material to be suitable for outdoor storage and use conditions year-round for at least three (3) years.
The systems shall be capable of operating with power from a military 60 kW 208V 3Ph 60 Hz (also configurable as 240V/416V 3 Phase) military generator, using transformers as needed. Any transformers shall be provided by the vendor. An example of a military generator can be seen at:
https://asc.army.mil/web/portfolio-item/cs-css-advanced-medium-mobile-power-source-ammps/ Alternatively, the vendor can propose providing their own diesel-powered generator that meets the requirements of their system.
2. System Deployment:
Operational expert personnel shall be provided by the manufacturer to train government or contract operators with operation and optimization of treatment over a two-week period, within 4 weeks of system delivery, at a site within 50 miles of Clewiston, Florida.
Veterans Employment Emphasis for U.S. Army Corps of Engineers Contracts:
In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause52.222-35, FAR Clause 52.222-37, DFARS 222.13 and Department of Labor regulations, U.S.
Army Corps ofEngineers (USACE) contractors and subcontractors at all tiers are encouraged to promote the training andemployment of U.S. veterans while performing under a USACE contract. While no set-aside, evaluation preference,or incentive applies to the solicitation or performance under the resultant contract, USACE contractors areencouraged to seek out highly qualified veterans to perform services under this contract.
