This is a Notice of Intent filed in accordance with Federal Acquisition Regulation (FAR) 5.2, indicating the government's plan to proceed with a non-competitive acquisition rather than posting a full solicitation. The contract is classified under NAICS code 541990 (All Other Professional, Scientific, and Technical Services), with a small business size standard of $19.0 million. The statutory authority for this sole-source action is FAR 13.106-1(b)(1)(i), which permits simplified procedures for certain commercial items. The notice was posted on January 27, 2026, with a response deadline of February 3, 2026.
The primary objective of this contract is to provide USACE with comprehensive hydropower education and training services, including workshops, practical lessons learned, research papers, and technical guidance through membership in CEATI's interest groups focused on Hydropower Plant Equipment, Protection and Controls, and Asset Management in Generation. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer by the notice end date, with electronic submissions required to be sent to the designated government contacts. While this is a sole-source procurement, the government has indicated that competing organizations may still respond if they believe they meet the requirements; however, the determination not to compete is within the sole discretion of the government. The contractor must be an international organization consisting solely of hydropower owner/operators and must deliver nine primary deliverables, including intellectual property licenses, training content libraries, technical guidance documents, benchmarking services, and dedicated account management. If no affirmative written responses are received by the closing date, an award will be made to CEATI without further notice.
