About this opportunity

The Bureau of Reclamation is seeking a vendor to provide hydrologic modeling and analysis support for the Klamath Project Biological Assessment/Opinion, focusing on water management challenges in Klamath County, Oregon, and Siskiyou and Modoc County, California. The project requires a contractor with expertise in developing models and analytical tools to calculate water flows, create hydrologic analysis procedures, and conduct compliance assessments related to water rights, dam removal, climate change, and reservoir operations. Interested firms must submit a capability statement demonstrating their ability to meet the requirements, including previous experience, personnel qualifications, and business size status by May 29, 2025, at 1:00 PM Pacific Daylight Time. The evaluation will focus on the contractor's ability to complete tasks within specified timeframes and produce high-quality reports and model runs, with the Contracting Officer making final determinations on performance and payment. Firms should contact RaShayla Brown at rbrown@usbr.gov for any questions about the opportunity.

The pre-solicitation notice does not indicate any specific set-aside designations for small businesses, though it encourages responses from various business classifications including 8(a), HUBZONE, woman-owned, small-disadvantaged, and veteran-owned businesses. The contract will be issued as a firm-fixed price purchase order with a five-year duration, matching the NAICS code 541620 for Environmental Consulting Services with a size standard of $19.0 million. While specific award values are not disclosed, the comprehensive scope of work suggests a significant project involving complex hydrologic modeling and stakeholder coordination. The contractor will be responsible for producing detailed deliverables including spreadsheets, databases, technical memoranda, reports, and materials for stakeholder meetings. Performance metrics will emphasize 95% on-time completion of tasks and the technical quality of analytical outputs supporting water management and endangered species protection in the Klamath Basin.
