About this opportunity
The Department of the Interior Bureau of Reclamation seeks on-call hydrologic database technical support services, with quotes due June 8, 2026 at 11:00 AM Pacific Daylight Time and questions due June 4, 2026 at 11:00 AM PDT. This is a noncompetitive sole source procurement (FAR 6.103-1) with Precision Water Resources Engineering, Inc., the only contractor identified as capable of performing the work.
The requirement covers 24-96 hour response technical support, troubleshooting of HDB malfunctions, modifications and enhancements, and software applications interfacing with the hydrologic database. Precision Water Resources Engineering developed and maintains the core HDB components, including its Oracle-based architecture and custom tools (DECODES, Computational Processor, HDB-POET, and TSTool loaders). The justification for sole source rests on the learning curve required for a new vendor to achieve responsive support; weeks or months would be necessary versus Precision's current capability.
Place of performance is any Department of the Interior office or remote work, with no geographic restriction. The period of performance runs from June 10, 2026 through June 9, 2027. The NAICS code is 541511, Custom Computer Programming Services, with a $34 million size standard. The PSC is DJ01, IT and Telecom—Security and Compliance Support Services (Labor).
Pricing includes three line items: CLIN 00010 for HDB technical support at 425 labor hours with contractor-proposed hourly rate; CLIN 00020 for travel at not-to-exceed $1,454.00 reimbursed per Federal Travel Regulations; and CLIN 00030 for yearly subscription fees (fixed price) for BCOO and YAO software services. Offerors must submit sufficient supporting documentation demonstrating technical capability per the Performance Work Statement; resumes are not required. Amendment 01, effective June 4, 2026, incorporates Questions and Answers_0001 and requires acknowledgment of receipt prior to the proposal deadline.
