This is a non-personnel services contract to provide a feasibility study for blending hydrogen with propane and, if feasible, a proof-of-concept demonstration. The Government will not exercise any supervision or control over the contract service providers performing the services herein. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform laboratory testing to prove if hydrogen can be blended with propane safely and effectively. The Government intends to award a Firm Fixed Price contract.

Proposal should be submitted to the following two individuals:

Frank Kennedy: Frank_Kennedy@ibc.doi.gov

The purpose of Amendment 2 is to provide Questions & Answers. The Question & Answer Period closed on August 5, 2022.

The purpose of this Amendment is to revise Requirement Overview from FAR Part 13 - Simplified Acquisition Procedures to FAR Part 15 - Contracting by Negotiation. This amendment also removes FAR 52.213-4 - Terms and Conditions - Simplified Acquisitions (Other than Commercial Products and Commercial Services).
