Questions and Answers
1. Clarify reporting: Are there three final written deliverables? The Delivery Schedule and Milestone Dates in section 6 Deliverables shows the following reports: (1) Equipment/Physical Properties/Safety Report, (2) Operation Procedure, and (3) Final Report. Is report (1) a preliminary report that answers the go/no go analysis task and then report (3) includes information on the demonstration? Clarification on how these reports are different would be appreciated. Also, are draft reports required?
Answer: Reports 1 and 2 are specific topics that should be included in the final report. Report 1 is not a preliminary report; the go/no go analysis is to be included in the final report. Report 3 includes information on the demonstration. Draft reports are appreciated, but not required.
2. Is the demonstration model a physical laboratory demonstration of blended hydrogen and propane gas? Or is this simply an economic and conceptual model of how blended hydrogen/propane could be accomplished? Please clarify if the demonstration is a physical setup or a virtual model.
Answer: The demonstration shall be a physical model and physical demonstration using industrial equipment
3. The RFP seems to prohibit other direct costs (Vol 2 – Price – ODCs, page 12). If so, a physical demonstration is not possible. Also, if a literature review is part of the proposed scope of work, then ODCs associated with paper purchases will be incurred. Are material purchases allowed as an aspect of this proposal?
Answer: Yes. Materials purchases are allowable so a physical demonstration can be performed.
