About this opportunity

Naval Sea Systems Command seeks quotations for two hydraulic-powered linear actuators meeting Government minimum specifications, with quotations due July 8, 2026, at 2:00 PM EDT. The procurement is a 100% small business set-aside, foreclosing competition outside that category.

Place of performance is Newport, Rhode Island, with F.O.B. Destination to Naval Station Newport. Delivery is required by November 30, 2026; shipping charges must be included in the unit price.

The actuators are specified for subsea operations at depths to 200 meters, operating at 2000 PSI with a hydraulic flow rate of 1–2 GPM. Each actuator must actuate loads up to 16,000 lbs, remain fully operational after 12 months of submersion in seawater in a non-operating condition, and hold extended load positions for up to 6 months without active hydraulic pressure. Minimum stroke length is 65 inches; pin-to-pin retracted length is 97.25 inches. A mechanical locking device is desired; alternatively, a counterbalance valve either on the cylinder or elsewhere in the system may serve as a backup. A suggested bore size is 3.25 inches, though no specific bore size is required if load capacity is met. No MIL-spec material certifications are required beyond standard DFARS compliance.

Offerors must hold CMMC Level 2 (Self) certification or higher, as Controlled Technical Information including design drawings and hydraulic system specifications will be exchanged. NAICS code is 333995 with a size standard of 800 employees; PSC is 3442. Evaluation criteria award a single fixed-price purchase order to the lowest price technically acceptable offeror. Per DFARS 252.211-7003, contractors must provide unique item identifiers for all delivered items with unit acquisition costs of $5,000 or more.

RFQ Number: N6660426Q0410
Amendment Number: 0001

The purpose of this amendment is to:

  1. Provide responses to vendor questions.
  2. Incorporate DFARS 252.204-7019, ‘Notice of NIST SP 800-171 DoD Assessment Requirement,’ & DFARS 252.204-7020, NIST SP 800-171 DoD Assessment Requirements

The offer due date of July 8, 2026, at 2:00 PM EDT remains unchanged.

VENDOR QUESTIONS AND ANSWERS

The following questions were received from industry and are answered below for all prospective offerors:

Q1: The diagram provided in the attachment indicates a load requirement of 78,750 lbs, but other documentation suggests a different capacity. Can you confirm the correct load capacity?
A1: The correct load capacity requirement is 16,000 lbs at 2000 PSI. The 78,750 lbs figure in the diagram is from a previous, unrelated requirement and should be disregarded, however the overall geometric layout should be approximately the same.

Q2: Is a specific bore size required for the actuator?
A2: No specific bore size is explicitly required, provided the actuator meets the 16,000 lbs load capacity. However, a 3.25" bore is suggested as appropriate.

Q3: Does the government require MIL-spec material certifications for this procurement?
A3: No, special material certifications (e.g., MIL-spec) are not required beyond standard DFARS compliance.

Q4: What type of CUI, if any, will be processed, stored, or transmitted during the performance of this contract?
A4: The exchange of Controlled Technical Information (CTI) is anticipated, which would include design drawings, hydraulic system specifications, overall system requirements, etc. Offerors must have a CMMC Level 2 (Self) certification or higher.

Q5: Is a Hydraulic Power Unit (HPU) expected to be delivered with these actuators?
A5: A mechanical locking device is desired due to the extended locking duration (up to 1 year), though a counterbalance valve either on the cylinder or elsewhere in the system can act as a sufficient backup option. An HPU is not required under this RFQ. The government is soliciting a requirement for an HPU under a separate contract action (refer to N6660426Q0421).
