About this opportunity

Naval Sea Systems Command seeks 6,372 linear inches of seamless nickel-copper alloy pipe (1-inch diameter, Class 4, Schedule 40, MIL-DTL-23520) with proposals due May 14, 2026. The procurement is a Total Small Business set-aside, with place of performance at Portsmouth Naval Shipyard, Kittery, Maine.

The required delivery date is April 24, 2026. NAICS code is 331210 (Iron and Steel Pipe and Tube Manufacturing from Purchased Steel) with a 1,000-employee size standard. PSC code is 4710 (Pipe, Tube and Rigid Tubing). Quotes must be submitted via email to Sarashea Thibodeau at sarashea.thibodeau.civ@us.navy.mil and must include a completed quote form with all highlighted fields. Pricing must include freight costs and be sourced from commercial price lists. All vendors must be registered in the System for Award Management (SAM).

Technical submissions must include Non-Destructive Testing procedures—ultrasonic and liquid penetrant testing—in accordance with MIL-STD-2132D, evidence of compliance with MIL-I-45208 or ISO 9001/9002 quality standards, and documentation of at least three relevant past performance projects within the last five years. Vendors must confirm ability to meet a 50-week delivery schedule. Material certification requirements include a Certificate of Compliance with each shipment attesting to full compliance with contract requirements, supported by original or certified copies of quantitative or qualitative test reports, chemical analysis results, and mechanical properties test data (tensile strength, yield, elongation, reduction in area, hardness). The pipe must be permanently marked with material designator, manufacturer information, traceability numbers, and heat/lot numbers. All material must undergo 100% ultrasonic inspection of outside diameter surfaces to verify wall thickness compliance per MIL-DTL-23520 paragraph 4.4.2.1. Vendors must notify the purchasing agent four weeks in advance of ultrasonic testing to allow Portsmouth Naval Shipyard personnel to witness inspections. Preservation and packaging must comply with ASTM D3951 and MIL-DTL-23520, utilizing wooden boxes with metal straps.

Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, assessing technical capability, delivery schedule, price, and past performance. Vendors lacking performance history are rated as Acceptable. An Unacceptable rating in any category may disqualify a vendor. Past performance will be reviewed through CPARS, PDREP, and SPRS databases. Contractors must comply with Portsmouth Naval Shipyard Operations Security (OPSEC) requirements, protecting Controlled Unclassified Information (CUI) and Critical Information and Indicators from unauthorized disclosure. No OPSEC plan signature is required for this contract. The solicitation incorporates FAR and DFARS clauses through FAC 2025-02 and DFARS Change Notice 2025-0117, along with NAVSEA contract texts addressing quality management, inspections, data requirements, and delivery instructions.
