The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for a HVAC System Replacement. The work is located at Landwall Service Building at Dashields Lock and Dam, 100 Dashields Lock Road, Coraopolis, PA 15108. The site of the work may be reached from state and local roads and streets. The general description of the work is as follows:
Equipment designated for removal include the oil fired boiler (and burner), hot water unit heaters, hot water baseboard radiators, and associated piping. The boiler (and burner) shall be salvaged and maintained in possession of the government. All other equipment shall be relinquished and disposed of by the Contractor. The work to implement the new system consists of furnishing and installing a new propane furnace with DX coiling coil and outdoor air conditioning unit; installation of new refrigerant lines with R-410A refrigerant, thermostat and an outdoor electrical kill switch; installation of a new propane infrared radiant heater in the garage; installation of a new propane tank and propane lines connected to the new furnace and radiant heater, inclusive of associated regulators, vents, and appurtenances; installation of new air intake louver and complete ductwork distribution system throughout the office space; connection of the furnace to the intake and distribution ductwork. New diffusers and manual dampers shall be installed in the office space. Supply and return ductwork shall be inclusive of all required supports, hangers, access doors, and insulated as per IMC and IECC. This work will require removing portions of the existing lay-in ceiling and T-bars/cross-Ts, and shall be reinstalled and re-used once the ductwork modifications are completed. An air balance and an air balance report shall be provided once the work is completed.
This procurement will be a Firm Fixed Price, 100% Small Business Set Aside. The NAICS code for this acquisition is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is $15.0M. The period of performance will be 90 days after receipt of the Notice to Proceed.
The estimated cost of the proposed work is between $25,000 and $100,000.
The Request for Quote (RFQ) will be issued on or about May 27, 2016 online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation may not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation. Contractors must be registered in the System for Award Management (SAM) before receiving a contract award (go to www.sam.gov to register).
