About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice for HVAC Equipment Replacement IDIQ services. This opportunity involves construction services in Fibrebond structures to provide HVAC equipment replacement for thirty-eight National Weather Service Central Region Headquarters Weather Forecast Offices Equipment Rooms and co-located Radar Data Acquisition (RDA) Sites. The work covers fourteen states including Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming. The replacement systems will require construction changes to the buildings, and the notice is posted under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The opportunity was posted on June 23, 2025, with a due date of July 11, 2025.
The purpose of this Special Notice is to inform potential contractors of a sole source procurement for Ground Level Services, LLC (GLS) to provide HVAC equipment replacement services under a five-year Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity contract. The sole source justification indicates that GLS has been selected due to their proprietary ownership of original building design drawings from Fibrebond Corporation and specialized knowledge required to modify these unique concrete structures. The contract scope emphasizes the critical nature of the work, as improper modifications could render weather forecast offices inoperable and impact public safety. Given the sole source nature of this procurement, the notice appears to be informational rather than a competitive solicitation, with GLS being the predetermined contractor based on their unique qualifications and proprietary access to essential building specifications. The work involves complex HVAC system replacements that require specialized expertise in Fibrebond structure modifications across multiple states in the Central Region.
