About this opportunity

This pre-solicitation notice seeks programmable building controllers to support Hurricane Florence recovery efforts at Marine Corps Base Camp Lejeune under the MILCON Package 2 project. The Naval Facilities Engineering Command requires commercially available controls equipment with specifications equivalent to the Johnson Controls Incorporated or Distech programmable building controllers as detailed. Interested vendors must submit capabilities statements no longer than five pages by March 5th demonstrating experience providing such equipment configured to serve HVAC systems using non-OEM software. The purpose is to determine the availability and suitability of potential sources prior to selecting an acquisition method and awarding a contract.

There is no set-aside designated for this procurement. The primary NAICS code is 238210 and PSC code R499 for controls systems equipment supporting facilities operation and maintenance. Johnson Controls and Distech are identified as potential incumbent providers under current UMCS controls systems contracts, though alternatives will be considered. Response submissions are limited to five pages and four megabytes in size, with the goal of informing contract requirements and scope prior to solicitation.
