About this opportunity
The Defense Intelligence Agency (DIA) is seeking a non-personal commercially available off-the-shelf (COTS) training services contract to provide comprehensive human resources technical training and professional development courses for its Office of Human Resources (OHR) workforce. This Request for Information (RFI) targets vendors capable of delivering targeted training across multiple categories including behavioral technical skills, HR technical knowledge, data literacy, and leadership development. The training must offer flexible learning options through both in-person and virtual platforms, with course durations ranging from 1-4 days. Responses are due by March 14, 2025 at 12:00pm ET, and vendors must submit a 5-page capability statement via email. The contract will utilize the GSA Human Capital and Training Solutions (HCATS) vehicle, with the NAICS code 611430 for Professional and Management Development Training.
The pre-solicitation notice indicates no specific set-aside designations, though Women-Owned Small Businesses (WOSB), HUBZone, and 8(a) small businesses are encouraged to respond. Specific course offerings will include critical areas such as Critical Thinking Skills, Business Writing, Processing Personnel Actions, Strategic Human Capital Management, Travel Regulations for Defense Agencies, FMLA Compliance, Excel training, and Data Analysis & Storytelling. While precise contract value is not specified, the comprehensive nature of the training program suggests a substantial engagement. Interested vendors must provide detailed organizational information demonstrating their capability to meet the diverse training requirements across multiple professional development domains.
