About this opportunity
The Office of Personnel Management (OPM) has issued a Special Notice regarding Human Resources Information Technology Modernization, addressing the current fragmented and ineffective Federal Human Resources Information Technology (HRIT) landscape. The agency is conducting market research to identify unified HRIT system solutions that will improve data accuracy, enhance reporting capabilities, and increase interoperability across the Federal Government. This initiative aims to enable the government to manage its workforce as a cohesive entity rather than through the current decentralized approach. The solutions being evaluated include position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities. The system must integrate with Federal payroll providers and other human capital functions to improve service delivery and increase accountability to taxpayers.
The primary objective of this Special Notice is to facilitate industry engagement through a Federal HRIT Consolidation Event scheduled for July 9-10, 2025, with the goal of scaling a new Human Resources Management system across the Federal Government by the end of 2028. Industry participants must register by emailing Ellen.Heier@opm.gov by July 7, 2025, to secure a timeslot for one-on-one discussions during the event. The engagement specifically targets subject matter experts and strategic leaders rather than business development professionals, focusing on companies that offer position management, personnel action processing, workforce analytics, and employee self-service capabilities. Key areas of discussion will include scope of human capital management functions, cost control strategies, system migration processes, implementation timeframes, unified payroll systems, and data extraction capabilities. This market research initiative is explicitly stated as having no commitment to future solicitation, serving purely as an information-gathering exercise to evaluate potential consolidation strategies for government-wide HRIT capabilities.
Notice text
Today’s decentralized Federal Human Resources Information Technology (HRIT) landscape is costly and ineffective, leading to numerous challenges, including fragmented data and interoperability issues. We are interested in learning about various unified HRIT system solutions that will ensure data accuracy, improve reporting, and enhance interoperability, enabling the Federal Government to manage its workforce as a cohesive entity. The solutions sought include position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities. We seek possible solutions that will integrate with Federal payroll providers and other human capital functions, ultimately improving service to employees and managers and increasing accountability to the American taxpayer.
