About this file
This document is a Request for Information (RFI) for a Federal Human Resources Information Technology (HRIT) Consolidation Event hosted by the Office of Personnel Management (OPM), Office of Management and Budget (OMB), and General Services Administration (GSA). The event, scheduled for July 9-10, 2025, seeks industry collaboration to evaluate consolidating government-wide HRIT capabilities, with the primary objective of quickly scaling a new Human Resources Management system across the Federal Government by the end of 2028. Key strategic objectives include driving policy alignment, reducing duplicative technologies, streamlining HR processes, enhancing user experience, and improving data interoperability.
The document outlines detailed questions for industry leaders across several critical areas: scope of human capital management functions, cost control strategies, system migration processes, implementation timeframes, unified payroll and human capital management systems, data extraction capabilities, and modernization considerations. The event is explicitly for market research purposes, with no commitment to future solicitation, and invites industry providers offering position management, personnel action processing, workforce analytics, and employee self-service capabilities. Interested participants must email Ellen.Heier@opm.gov by July 7, 2025, to register and reserve a timeslot for one-on-one discussions, with a focus on engaging subject matter experts and strategic leaders rather than business development professionals.

Federal Human Resources Information Technology Consolidation Event Industry Engagement Opportunity hosted by OPM
Event Details:
• Date: July 9 – 10, 2025
• Location: In-person, virtual, or hybrid (In-person will be held at the Theodore Roosevelt Federal
Building, 1900 E Street NW, Washington, DC 20415.)
The U.S. Office of Personnel Management (OPM), the Office of Management and Budget (OMB), and the General Services Administration (GSA) seek industry collaboration in evaluating the potential options and benefits of consolidating into a centrally managed government-wide Human Resources Information Technology (HRIT) suite of capabilities.
Strategic Objectives
• Policy Alignment: Drive government-wide policy alignment and accountability.
• Cost Savings: Reduce duplicative HR technologies government-wide.
• Efficiency: Streamline HR processes and eliminate overlapping systems.
• Modernization: Enhance experience for managers, employees, and HR professionals.
• Interoperability: Share data and integrate with payment and government systems.
Background Today’s decentralized Federal HRIT landscape is costly and ineffective, leading to numerous challenges, including fragmented data and interoperability issues. We are interested in learning about various unified HRIT system solutions that will ensure data accuracy, improve reporting, and enhance interoperability, enabling the Federal Government to manage its workforce as a cohesive entity. The solutions sought include position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities. We seek possible solutions that will integrate with Federal payroll providers and other human capital functions, ultimately improving service to employees and managers and increasing accountability to the American taxpayer.
About the Event Industry providers who currently offer position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities are invited to participate.
This event will focus on the questions outlined below to help the Federal Government develop a competitive contracting process that best leverages industry innovation and expertise. We are interested in speaking with subject matter experts and strategic leaders (not business development professionals).

Federal HRIT Consolidation Event Key Questions for Industry Leaders
Scope of Human Capital Management Functions
• If we define Federal HRIT in the context of the Human Capital Business Reference Model (HCBRM), does that resonate with your understanding, or is there an industry standard you prefer when describing our requirements?
• The primary objective is to quickly scale a new Human Resources Management system across the Federal Government by the end of 2028. What are the advantages and disadvantages of incorporating learning, performance management, talent acquisition, and other functions? How would these additional functions affect the timeline?
Maximizing Value While Controlling Costs
• What strategies and best practices can the Federal Government employ to maximize value while maintaining cost-effectiveness?
• What do you see as the benefits and risks of the Federal Government having a single provider?
• How does the Federal Government prevent vendor lock with this government-wide initiative?
System Migration Processes
• What recommendations do you have to facilitate seamless migrations from legacy systems to modern platforms?
• What are the potential challenges in migrating various legacy systems? How do you recommend we mitigate these issues?
Implementation Timeframes
• Based on your experience, what are the estimated timeframes for implementing a new Human
Resources Management system across small, moderate, and large Federal agencies? What factors influence these timelines, and how can the government mitigate potential delays? What are the biggest risk factors?
• What challenges would the Federal Government face in expanding a new Human Resources Management system across all agencies, and what strategies could help transition up to 2 million Federal employees by 2028?
Unified Payroll and Human Capital Management Systems
• Given the objective of quickly scaling a new Human Resources Management system across the
Federal Government, what are the advantages and disadvantages of also including payroll and benefits in this scope? How much added risk and complexity would this introduce to our timeline?

• Should time and attendance functionality be integrated with the Human Resources Management system or the payroll system?
Data Extraction Capabilities
• Considering the intricate nature of combining government information with proprietary source code, what is the most effective approach to ensure government data ownership both within and outside the system?
• Would the government need to acquire additional supporting software solutions, such as Application Programming Interface (API) service management solutions, to effectively implement a unified Human Resources Management system?
Questions for Modernization
• From your perspective, what critical questions or considerations are we missing that should be addressed when planning for the modernization and consolidation of Federal HRIT systems? Are there emerging trends or technologies we should be aware of?
• What innovations do you expect in HRIT over the next year and five years? How do we best account for those innovations as we plan for a consolidation effort?
• What would industry need from the government to be successful with this project?
