USASOC is open to commercial, custom, and hybrid solutions but requires vendors to clearly specify whether their proposed solution employs a proprietary software license model or open-schema architecture to support future Government data portability.

Key technical capabilities required include continuous software sustainment and maintenance; data architecture and portability aligned with DoD Data Decrees enabling future data migration; secure API interfaces with Army Vantage, Maven, and IPPS-A; on-site Field Support Representative capability embedded within the operational training footprint (1SWTG S3) to perform database maintenance and resolve system latency; and standardized user, administrator, and operational training packages. Vendors must address transition of 38 legacy modules to 50 configured modules and capability to scale to 110+ courses, staffing plans for on-site FSRs with specialized experience and security clearances, cybersecurity readiness and Authority to Operate status on the SOCOM Information Enterprise network, and non-binding Rough Order of Magnitude pricing across five CLINs.

Anticipated contract structure is one-year base period followed by four one-year option periods. NAICS 541511 (Custom Computer Programming Services, $34.0 million size standard); PSC DA01.
