About this opportunity
This Special Notice from the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center announces the intent to award sole source contracts to the current Human Landing System (HLS) providers, SpaceX and Blue Origin, to conduct Human-class Delivery Lander (HDL) cargo demonstration missions. The purpose is to support the Artemis program's cargo delivery requirements, such as the need to deliver a Pressurized Rover and a lunar surface habitat, as the crew landers mature.
The NASA justification for the sole source awards cites the unique qualifications of the incumbent HLS contractors, the need to avoid duplication in cost and schedule, and the requirement to maintain a robust industrial base. The anticipated costs for the HDL cargo demonstration missions will be determined fair and reasonable through proposal analysis and negotiations. The Special Notice indicates that the HDL capability is required to support the Artemis program's needs, and the sole source contracts will be awarded to SpaceX and Blue Origin following successful completion of the Design Certification Review.
Notice text
SpaceX and Blue Origin, NASA’s human landing system (HLS) providers, are developing lunar landers for both human missions and large cargo deliveries for Artemis. As the crew landers mature, NASA intends to award each of the current providers a sole source action to conduct a human-class delivery lander (HDL), or a large cargo delivery, demonstration mission, following a successful design certification review. The HDL Justification for Other than Full and Open Competition (JOFOC) identifies current HLS providers SpaceX and Blue Origin as the companies most capable of providing large cargo lander services based on existing schedules, the agency’s mission requirements, current crewed lander capability and development, and the similarity between the crew and cargo lander designs.
