About this opportunity
The Federal Aviation Administration (FAA), through the Federal Air Surgeon and Office of Aerospace Medicine, is seeking contractor support services for the Human Intervention Motivational Study (HIMS) Program, which assists pilots with substance abuse and related mental health disorders in safely returning to work. The contractor must provide comprehensive program management, personnel, materials, facilities, equipment, and supplies to maintain and enhance HIMS operations. Key requirements include conducting annual basic and advanced educational seminars, maintaining a HIMS tracking database and website, performing outreach and research activities, forming an Advisory Board, and coordinating with pilots, airline management, medical examiners, and healthcare professionals. While specific evaluation criteria have not been detailed in the pre-solicitation notice, the contractor's capabilities, past experience, and ability to manage a multi-stakeholder program will be assessed. The deadline for interested vendors to submit their response—including a cover sheet, capabilities statement, and past experience details—is January 22, 2026, with this pre-solicitation notice posted on December 18, 2025.
This procurement does not utilize a set-aside designation and will be competed as either an unrestricted competition or a small business set-aside, contingent upon the results of this market research phase. No incumbent contractor or current contract award value has been identified in the pre-solicitation materials. The RFI process is designed to gather market information to finalize the procurement strategy prior to the formal solicitation release. While specific contract duration and budget parameters are not disclosed in this pre-solicitation notice, the program requires ongoing operational support across multiple functional areas and stakeholder coordination. Interested contractors should prepare comprehensive documentation demonstrating their qualifications in program management, aviation safety, healthcare coordination, and database management to submit by the January 22, 2026 deadline.
