About this opportunity

The Naval Supply Systems Command is soliciting hull repair services for a small watercraft in San Diego, with quotations due August 13, 2026 (3:00 p.m. Hawaii Standard Time) and a mandatory site visit August 12. This is a 100% Total Small Business set-aside under NAICS 336611 (Ship Building and Repairing), limited to firms with 1,300 employees or fewer.

Place of performance and delivery is Naval Base Coronado, Building 326/346 Boat Yard, 3502 ATTU Road, San Diego, CA 92156. The work involves full restoration of a 9-meter MERC EOD craft (9MDS2305) with port aft hull damage extending 6–12 inches forward of the transom through the outer skin, core, and inner skin. Repair must employ an Original Equipment Manufacturer–approved lamination stack and resin system from United States Marine Inc. The contractor assumes full responsibility for round-trip transportation of the vessel, including safe loading and unloading at NAB Coronado, and coordination of base access and security compliance for all personnel and equipment.

Period of performance is 6 weeks after award. This is a firm-fixed-price contract with FOB Destination delivery terms. Payment is processed through Wide Area Workflow (WAWF). The procurement is governed by FAR Part 12 (commercial items) with applicable FAR and DFARS provisions and clauses. Quoters must demonstrate understanding of the Statement of Work requirements without exception. Evaluation considers technical approach, price reasonableness, and past performance (reviewed via CPARS, SPRS, FAPIIS, and SAM). A 10% price evaluation preference applies to HUBZone small business concerns that do not waive the preference. Service Contract Act prevailing wages apply; wage determination 2015-5635 Rev 30 covers San Diego, with rates ranging from $16.62 to $63.99 per hour depending on classification. Interested parties must contact mark.e.lowe18.civ@us.navy.mil by 3:00 p.m. on August 12 to participate in the site visit.
