About this opportunity
The Department of the Navy Naval Facilities Engineering Command intends to extend three HUBZone Small Business General Construction IDIQ Multiple Award Construction Contracts (MACC) on a limited-source basis for 12 months, from June 8, 2026 through June 7, 2027, supporting construction, renovation, and repair of Commercial and Institutional facilities within the NAVFAC SW Area of Responsibility.
The three eligible contractors are I.E. Pacific, Inc., Peter Vander Werff Construction, Inc., and SGS, LLC, under contract numbers N62473-21-D-1019, N62473-21-D-1021, and N62473-21-D-1025, respectively. Each contractor retains active HUBZone and small business certification. The extension covers task orders in the $3 million to $9 million range; the aggregate original contract value for all nine MACC contractors, including the previously exercised three-year option, is $495 million.
The justification cites 10 U.S.C. Section 3204(a)(1) and Section 3204(b)(B), based on continued provision of highly specialized construction services and substantial delays in finalizing follow-on competitive solicitations. Delays stem from the October 2025 government shutdown, personnel furloughs, reduced staffing across agencies, a preaward protest regarding Cybersecurity Maturity Model Certification requirements, and Small Business Administration review delays. Without the extension, NAVFAC SW would lack primary contract vehicles to execute essential repairs and renovations across its Area of Responsibility, risking facility degradation and operational impacts at supported Navy installations. NAVFAC SW is developing full and open competitive MACCs planned for award in fiscal year 2027 to restore and expand the competitive base.
