Added: Jan 14, 2013 3:55 pm The Transportation Security Administration awarded a Cost Plus Fixed Fee contract on a sole source basis to FirstLine Transportation Security, Inc. for a period of six months with three - two month option periods.

TSA determined a cost plus fixed fee type contract would be the best option for this action. The contractor had previously operated under a similar type of contract and in order to maintain a level of continuity, and because historical actual costs were available it was determined best to use a cost plus fixed fee contract.


The attached Justification and Approval outlines the details as to why a sole source award was necessary.

Added: Nov 07, 2012 5:02 pm The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the security screening services at Kansas City International Airport (MCI). Accordingly, the TSA intends to award a contract to:

This contract will address the requirements of the Screening Partnership Program and the security screening services at MCI. This notice is completely unrelated to, and should not be confused with solicitation HSTS05-12-R-SPP038 issued July 23rd, 2012.


The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
