About this opportunity

The Department of the Air Force intends to award a sole source contract to HSQ Technologies for maintenance of the HSQ Energy Management Control System at Schriever Space Force Base, with a presolicitation notice due August 30, 2026 and a base period running 30 September 2026 through 29 September 2027.

This acquisition is conducted under sole source authority (RFO 6.103-1 and 10 U.S.C. 3204(a)(1)) because HSQ Technologies maintains proprietary firmware, software, and sensors integrated across 19 buildings at Schriever SFB, and HSQ does not permit external organizations to operate on its system. Place of performance is Schriever Space Force Base, Colorado.

Scope includes firmware updates, software updates, graphics updates (quarterly), automation controls analysis and optimization to reduce energy consumption, emergency on-line response within 3 hours (24/7/365), and emergency on-site response for critical failures within 72 hours. The contractor must update the FALVSB Disk back-up system during quarterly maintenance visits and designate primary and alternate program managers within 10 calendar days of award. The system spans 19 buildings including the main electric substation.

The contract is structured as firm-fixed-price with a base year plus five option years, extending through a 6-month option period ending 30 March 2032. Work orders for additional support are available on a firm-fixed-price basis with quotes broken out by labor rates, proposed hours, and parts costs. All performance is subject to Government QASP surveillance with zero deficiencies permitted.

SOLE SOURCE JUSTIFICATION:

This acquisition is being conducted on a sole source basis to HSQ Technologies under the authority of RFO 6.103-1 (Only One Responsible Source) and 10 U.S.C. 3204(a)(1). HSQ Tech maintains and controls the Energy Management Control System at Schriever SFB that has computer, firmware, software, and sensors in 19 of the buildings. This technology is proprietary to HSQ and HSQ does not allow external organizations to operate on their system. This means HSQ is the only company that can do the scope of work in this requirement. An RFI was posted on SAM.gov (numbered FA255026Q5487) on 14 July 2026 for three days with the intention of gathering information on if the HSQ EMCS systems were truly proprietary and required a restriction of competition to HSQ. There were no responses to the RFI, indictaing there were no companies that could dispute the proprietary claim. The contracting Officer reached out to HSQ to confirm that the HSQ EMCS system was still proprietary, as the last contract for these services was awarded in 2021. HSQ replied and confirmed that these services are still limited to only HSQ.
