About this opportunity

The U.S. Immigration and Customs Enforcement (ICE) is seeking call center services for the Homeland Security Investigations Tip Line (HSITL), a national intake center that receives reports of alleged criminal or suspicious activity. The HSITL operates 24 hours a day, 7 days a week, 365 days a year from its current location in Williston, Vermont, serving both ICE's internal and external law enforcement customers as well as the general public. This pre-solicitation notice indicates ICE's intent to procure comprehensive call center services under NAICS code 561422 (Telemarketing Bureaus and Other Contact Centers). The opportunity includes two government files: a draft Statement of Work and a Sources Sought document that will provide detailed requirements and evaluation criteria for potential contractors. The response deadline for this pre-solicitation notice is October 3, 2025, just four days after the posting date of September 29, 2025.

This procurement opportunity does not include any set-aside designations, making it open to all qualified contractors regardless of size or socioeconomic status. The notice does not identify any incumbent contractors currently providing these services or specify potential contract values or budget ranges at this pre-solicitation stage. No specific quantities of equipment or detailed service timelines are mentioned in the basic notice, though such information would likely be contained within the draft Statement of Work document. The brief timeframe between posting and response deadline suggests this may be a market research phase to identify capable vendors before issuing a formal solicitation. Additional details regarding contract duration, performance metrics, and technical requirements would typically be revealed in the accompanying government files and any subsequent formal solicitation documents.
