About this opportunity

The Air Force Materiel Command (AFMC) is conducting a market research Sources Sought Synopsis to identify capable contractors for providing comprehensive support services for the Command Human Resources Intelligence System (CHRIS), a web-based human resources management reporting tool that integrates data from multiple Department of Defense personnel systems. The required support encompasses program management, operations, maintenance, sustainment, and security for the CHRIS environment, which will be performed at Wright-Patterson Air Force Base in Ohio with potential for telework. Key technical requirements include system administration, software and hardware installation, Oracle database services, Extract-Transform-Load (ETL) operations using Informatica PowerCenter, Business Objects reporting administration, and end-user support. The contractor must maintain 98% system availability, complete weekly data refreshes, manage configuration and security, ensure appropriate security clearances, and comply with federal information security regulations. This is a Sources Sought Synopsis only for market research purposes with no current solicitation available; the response deadline is January 14, 2026, and requests for a formal solicitation will receive no response.

This opportunity is designated as a competitive 8(a) set-aside, indicating it is restricted to small disadvantaged businesses certified in the SBA's 8(a) Business Development Program. No information regarding potential incumbents, current contractors, or specific award values has been disclosed in this pre-solicitation notice. The procurement falls under NAICS code 541511 (Custom Computer Programming Services) and PSC category DA01 (IT and Telecom - Business Application/Application Development Support Services). The contract will require the selected contractor to deliver various monthly and annual reports, conduct annual contingency planning, and maintain comprehensive documentation of all system modifications and enhancements. While specific contract duration and budget information are not provided in this synopsis, the scope of services—encompassing full system lifecycle support including database administration, data integration, reporting, security management, and end-user support—indicates this will likely be a substantial, multi-year service contract requiring significant technical expertise and resources.
