About this opportunity
The Portsmouth Naval Shipyard, operating under the Defense Logistics Agency Land and Maritime, is soliciting quotations for a GC3518 Slimline High-Purity Germanium (HPGE) Detector system to replace aging radiation detection equipment used for environmental analysis and radioisotope characterization. The requirement is brand-name mandatory to Mirion Technologies (Canberra), and equal-to submittals will not be considered due to specific NAVSEA compliance mandates for environmental analysis capabilities. The solicitation requires vendors to provide detailed specifications including the STD P-TYPE COAXIAL DETECTOR with associated components (preamp, power supply, cryostat, and characterization package), along with country of origin and manufacturer information for all line items. The government will evaluate submissions using Lowest Price Technically Acceptable (LPTA) criteria on an "All or None" basis, with required completion of FAR provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019. Quotations must be submitted via email to robert.dowdle@dla.mil and DLA-KME-QUOTATIONS@DLA.MIL by 5:00 PM EST on April 14, 2026, with all quotes requiring pricing, FOB point, Cage Code, point of contact information, NAICS business size, and GSA contract number if applicable.
This opportunity is designated as a Total Small Business Set-Aside under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee small business standard. Mirion Technologies Inc. is the specified brand-name incumbent, and the contract does not specify an award value or budget ceiling. The Period of Performance extends from contract award through approximately October 2026, with a minimum six-month lead time required for detector manufacturing. The detector must meet specific technical specifications including 35% relative efficiency at 1332 keV and a peak-to-Compton ratio of 60:1 or better, along with ISOCS characterization using Eu-155 and Na-22 verification sources. The place of performance is Portsmouth Naval Shipyard, Kittery, Maine 03904, where the detector and characterization source must be delivered to support onsite qualitative and quantitative radioisotope analysis in compliance with NAVSEA Manual 389-0288 and applicable radiological controls requirements.
Notice text
The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing HPGE
Detector IAW attached documents (Notes: Vendor shall list the country of origin for each line item & If
not the actual manufacturer- Manufacturer's Name, Location, and Business Size must be provided).
This requirement is brand name mandatory to Mirion Technologies (Canberra). "Equal To" submittals will not
be considered; this item is specifaiclly called out in NAVSEA instructions for use in performing
environmental analyses. Deviation from the NAVSEA requirements discussed above would require
significant cost and delays to the government in delivering ships back to the Navy, due to
validating that other technology would meet the existing requirements, training in new systems
and developing new procedures based on the hardware from a different vendor.
NOTE: OFFERORS MUST COMPLETE THE ATTACHED PROVISIONS 52.204-24, 52.204-26, 2S2.204-
7016, AND 252.204-7019AND INCLUDE THE COMPLETED PROVISIONS WITH THEIR OFFER.
This announcement will close 4/14/2026 at 5:00 PM EST. All responsible sources may submit a quote
which shall be considered by the agency. Please submit quotations via email at
robert.dowdle@dla.mil & also to: DLA-KME-QUOTATIONS@DLA.MIL

GSA contract number if applicable, business size under the NAICS Code, whether or not your company
