About this opportunity

The Portsmouth Naval Shipyard (PNS), a component of the Department of the Navy Naval Sea Systems Command, is seeking services for the removal, installation, and testing of two High Precision Air Conditioning (HPAC) units. Under FAR 6.302-1, the procurement is being structured as a sole-source contract with Curtiss Wright, the Original Equipment Manufacturer (OEM) with proprietary data and exclusive rights to perform the work. The Sources Sought Notice indicates the contract will be a Firm Fixed Price service contract, focused on HPAC maintenance at Naval Submarine Base New London in Groton, CT. Interested firms are being asked to submit capability statements demonstrating their technical qualifications, organizational details, and capacity to perform the specialized HPAC services. The pre-solicitation notice is intended as market research, with responses being voluntary and no funding available for response preparation.

The contract is not set aside for any specific small business category, and the solicitation is open to all qualified contractors. Curtiss Wright is expected to be the primary and likely sole contractor due to their exclusive OEM status. While specific award value details are not provided, the contract involves two HPAC units and will be structured as a Firm Fixed Price service agreement. The key dates include a response deadline of March 21, 2025, with a Justification and Approval for Sole Source expected to be posted around September 30, 2025. The procurement falls under NAICS Category 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, and PSC Category J043 for Maintenance/Repair/Rebuild of Pumps and Compressors. Interested parties can submit inquiries to Christie Ashcraft via email for additional information about the opportunity.
