About this opportunity

The Transportation Security Administration (TSA) is conducting market research for firing range services to support their Houston Texas Field Office within the Office of Law Enforcement. This pre-solicitation notice seeks to identify potential contractors capable of providing rental or usage access to existing commercial or governmental firing ranges that meet TSA specifications for law enforcement personnel training and weapons qualification. The agency is requesting capabilities statements from interested vendors to assess market availability, contractor qualifications, and socio-economic classifications including small business, HUBZone, service-disabled veteran-owned, woman-owned, and 8(a) designations. Responses must address how contractors will meet performance requirements and limitations on subcontracting, particularly if they do not own or operate the proposed range facilities directly. The response deadline for capabilities statements is August 18, 2025, with the notice posted on August 12, 2025.

This opportunity does not include any set-aside designation and is classified under PSC code X1FB for lease/rental of recreational buildings. No incumbent contractors or current service providers are identified in the notice, nor are any specific award values or budget ranges disclosed at this market research stage. The notice does not specify quantities of training sessions, number of personnel to be served, or contract performance timelines, as this information-gathering phase focuses on identifying qualified sources and determining appropriate acquisition methods. The acquisition intent centers on rental or usage arrangements for existing range facilities rather than construction or purchase of new facilities.
