About this opportunity

The Drug Enforcement Administration (DEA), a civilian agency within the Department of Justice, issued a Special Notice on March 18, 2026, announcing its intent to award a firm-fixed price sole source Purchase Order to the Houston Astros, LLC for the Houston Astros-Fentanyl Free America Outreach Program. This acquisition seeks to support pre-game ad displays during Houston Astros baseball games and falls under NAICS code 711211 (Sports Teams and Clubs). The procurement is being pursued on a sole source basis under FAR Part 13, which exempts it from the requirement to promote full and open competition. The Government reserves the right to determine whether to conduct a competitive procurement based on responses to this notice, and any capability statements received will be evaluated solely for that purpose.

The program's primary objective is to conduct community outreach, recruitment, and public health initiatives promoting a fentanyl-free America through the platform of the Houston Astros baseball season, with a performance period running from March 26, 2026 through September 30, 2026. The DEA's sole source justification emphasizes that the Houston Astros organization is uniquely positioned to meet this need due to their established community initiatives, championship-level success, and extensive reach across all demographic segments in the Greater Houston area. Any firm capable of providing pre-game ad displays and interested in challenging the sole source determination must submit a capability statement electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov by March 23, 2026 at 9:00 a.m. EST. While this notice is not a request for proposal, the Government will consider all submissions received by the deadline when determining whether to open the requirement to full and open competition.
