About this opportunity

The Personal Property Activity (PPA) of United States Transportation Command is conducting a Request for Information on household goods moving, shipping, transportation, and storage service providers' software integration with a government central platform, with RFI submissions due by 4:00 PM CT on October 30, 2026. This is market research for informational and planning purposes only and does not constitute a solicitation for proposals; responses will not be compensated and the government has no obligation to pursue any acquisition based on this RFI.

The PPA seeks detailed feedback on integration costs and justification, software development timelines, standard industry practices for API integration, and recommendations for testing and risk mitigation when connecting internal systems to a centralized government platform via Application Programming Interface. Respondents must address how API integration will impact their current systems and operations to help shape future technical requirements and acquisition decisions.

Technical requirements mandate that transportation service provider systems utilize RESTful JSON web services secured by Mutual TLS (mTLS) with Department of War-approved External Certificate Authority certificates, comply with OpenAPI specifications, complete integration testing in staging environments, and achieve Cybersecurity Maturity Model Certification (CMMC) Level 2 (Advanced) Self-Assessment under NIST SP 800-171 standards. Operationally, systems must ingest shipment awards programmatically, provide real-time lifecycle status updates including in-transit visibility within one hour of location changes, upload required documentation, and submit automated payment requests to the Third-Party Payment System or Defense Finance and Accounting Service. Systems must also programmatically manage and securely purge downloaded personally identifiable information in accordance with Department of War data retention policies.

Submissions are limited to one per company, maximum 20 pages (8.5" x 11", 12-point Times New Roman font, one-inch margins). Clarifying questions must be submitted by 4:00 PM CT on September 15, 2026. All submissions must be emailed to Contracting Officer Chris Frost (christopher.t.frost4.civ@mail.mil), Contracts Manager Kevin Peaslee (kevin.p.peaslee.mil@mail.mil), and Technical Lead Kipp Reed (kipp.t.reed.civ@mail.mil).
