About this opportunity

The Consumer Financial Protection Bureau (CFPB) is seeking a contractor to provide a subscription to historical and current house price indices data through this Request for Proposals. The CFPB requires comprehensive data on single-family home price trends across various geographic levels, transaction types, and pricing tiers to better understand housing market dynamics and homeowner equity positions. The data must provide geographic coverage of all 50 states and at least 8,000 zip codes, with monthly data available from 1995 or earlier to the current year, including at least four pricing tiers and differentiation between distressed and non-distressed sales. The contract requires both seasonally adjusted and unadjusted data covering different property types. The solicitation will be awarded to the lowest-priced technically acceptable offeror, with proposals due by September 5, 2025, at 10:00 a.m. Eastern Time and questions accepted until August 25, 2025.

This procurement is not designated as a small business set-aside and falls under NAICS code 518210 for Data Processing, Hosting, and Related Services. The contract structure includes a firm-fixed-price agreement with a one-year base period and four one-year option periods, not to exceed five years total. The maximum budget for the base period is $92,700, though the total potential contract value across all option periods is not specified in the available information. The contract will be performed primarily to support CFPB operations in Washington, DC. No incumbent contractor information is provided in the solicitation materials, suggesting this may be a new requirement or open competition.

Notice text

The CFPB requires a contractor to provide a subscription to historical and current house price
indices data where the Bureau can obtain data on current and historical trends for singlefamily
home prices at various geographic levels and for different transaction types and tiers.
A house price index (HPI) is a broad measurement of the price movement of certain types of
residential properties. Typically, it is estimated over certain geographic areas over a historical
time. It provides valuable information regarding the trend and volatility of house prices over
that period. A reliable house price index can help users better understand the dynamics of
housing markets, its past performance and recent market conditions. Paired with micro level
housing transaction or mortgage data, it can also allow users to dynamically estimate the
equity position of the homeowners.
