About this opportunity
The DC National Guard is issuing a Request for Information (RFI) for the procurement of hot weather operational camouflage pattern (OCP) boots designed for sustained use in high-temperature urban environments. This pre-solicitation notice, issued by the Department of the Army National Guard, seeks vendor information to support future formal solicitation development rather than constituting a commitment to award a contract. The boots must meet Army Regulation 670-1 standards and be new, unused, and free from defects, featuring breathable and ventilated construction with waterproof or water-resistant capabilities to support extended patrol operations. Award will be made based on best value criteria, including the vendor's ability to meet salient characteristics, delivery timeline capability, compliance with applicable regulations such as Section 889 requirements, and TAA compliance or approved country of origin sourcing. The RFI response deadline is April 20, 2026, with interested vendors bearing all costs associated with responding; this RFI does not preclude participation in any future formal solicitation if issued.
This procurement carries no set-aside designation and identifies no incumbent contractor in the available documentation. The government requires 2,535 pairs of coyote brown, 8-inch tactical boots distributed across 34 different size configurations ranging from size 5.5W to 16R, with mid-range sizes such as 10.5R (185 pairs), 11.5R (140 pairs), and 9R (181 pairs) representing the highest order quantities. Each pair must weigh approximately 40 ounces and feature a combination of leather and breathable fabric upper material, cushioned EVA midsole, durable rubber outsole with multidirectional traction, structural shank support, and non-insulated configuration. Delivery of all boots to 189 Poremba Court, Building 350, Washington, DC 20373 is prioritized as soon as possible to support ongoing operations, with items to be delivered in standard commercial packaging. No specific budget range or award value is disclosed in this pre-solicitation notice.
