About this opportunity
The National Institute on Minority Health and Health Disparities (NIMHD), under the National Institutes of Health, is seeking national hospital survey data files to support investigational research on information technology adoption and integration across the healthcare sector. The procurement is being conducted as a noncompetitive, direct solicitation from a single source under simplified acquisition procedures. Key contract requirements include delivery of the Annual Survey Database for years 2021-2024 and the Information Technology Supplement for 2024, covering approximately 3,500 hospitals nationwide, along with all associated data files, required licenses, complete supporting documentation including methodology reports and data dictionaries, and technical assistance for data access and use. The evaluation will be based on the contractor's capability to provide comprehensive hospital data covering information technology integration with continuity from the existing data source used in prior research from 2008-2020. Responses demonstrating capability must be submitted electronically to Jacob Balenson at Jacob.balenson@nih.gov no later than 5:00 p.m. Eastern Time on February 5, 2026, with the presolicitation number 75N94026Q00035 referenced in the subject line, and an anticipated award date of February 9, 2026.
This procurement includes no set-aside designations and is being conducted as a direct sole-source solicitation from Health Forum, Inc. (American Hospital Association), the only source justified under 41 U.S.C. 1901 as offering the required comprehensive hospital data with information technology integration capabilities necessary for research continuity. The contract requires delivery within 10 days of award to NIMHD at Building 2WFN in Rockville, Maryland, via secure data exchange server or encrypted external drive. While specific award values or budget ranges are not disclosed in the presolicitation notice, the acquisition falls under NAICS code 813910 (Business Associations) with a size standard of $15.5 million. Although the notice is not set-aside and states that all responsible sources may submit a capability statement or proposal, the noncompetitive nature and sole-source justification indicate that Health Forum, Inc. is the intended and likely recipient of the contract award.
