About this file
This is a Presolicitation Notice for a noncompetitive contract action issued by the National Institutes of Health (NIH), National Institute on Minority Health and Health Disparities (NIMHD). The acquisition seeks national hospital survey data files to support investigational research on information technology adoption and integration across the healthcare sector. The contractor must deliver the Annual Survey Database for years 2021–2024 and the Information Technology Supplement for 2024, covering approximately 3,500 hospitals nationwide. All deliverables must include data files, required licenses, complete supporting documentation (methodology reports, data dictionaries, and code appendices), and technical assistance to support data access and use. Delivery is required within 10 days of contract award to NIH/NIMHD at Building 2WFN, 10th Floor Room C10, 11545 Rockville Pike, Rockville, Maryland 20818, via secure data exchange server or encrypted external drive.
The intended sole source is Health Forum, Inc. (American Hospital Association), justified under 41 U.S.C. 1901 because it is the only source offering comprehensive hospital data covering information technology integration across the required scope. NIMHD currently uses American Hospital Association data from 2008–2020 and requires continuity with the same source to maintain data consistency and comparability for ongoing research. The acquisition is not set-aside, uses simplified procedures under Federal Acquisition Regulation 12.201-1, and is classified under NAICS code 813910 with a size standard of $15.5 million. Responses should be submitted electronically to Jacob Balenson at Jacob.balenson@nih.gov by 5:00 p.m. Eastern Time on February 5, 2026, with an anticipated award date of February 9, 2026. The solicitation will not be posted to the Government Point of Entry (sam.gov).

Statutory authority: 41 U.S.C. 1901 Intended Source: HEALTH FORUM, INC. (American Hospital Association) Justification: Market research found that the American Hospital Association is the only source offering the required comprehensive hospital data/Information covering the integration of information technologies across approximately 3,500 hospitals nationwide, while other sources focused on narrower settings or topics, which did not meet all of the NIMHD research needs. Importantly, NIMHD already uses previous data files from the American Hospital Association Annual Survey Database (2008–2020) and IT Supplement (2007–2023) data, making it essential to obtain the newer 2021–2024 Annual Survey data and the 2024 IT Supplement from the same exact source in order to maintain consistency and comparability in their research. A switch to an alternative source would have impacts on data uniformity, disturb ongoing research, and prevent the institute from extending the existing data use license.
