About this opportunity
The U.S. Army Contracting Command - Rock Island (ACC-RI) is issuing a solicitation for Horizon and Workspace One product subscription licenses and software support through the Computer Hardware Enterprise Software and Solutions (CHESS) program office. The contract will establish a three-year Army Enterprise License Agreement covering commercial off-the-shelf Horizon software packages, related licenses, and associated support. The government intends to award a single, firm-fixed-price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract using the Lowest Price Technically Acceptable (LPTA) evaluation method. Proposals must be submitted electronically by January 24, 2025, at 10:00 AM Central Time, and must include three volumes: Documentation, Technical Capability, and Price. Potential offerors were required to submit questions by December 24, 2024, at 10:00 AM Central Time, with proposals evaluated based on technical acceptability and pricing.
The solicitation was initially a 100% small business set-aside under NAICS code 513210 (Software Publishers), though later amendments modified the set-aside requirements. The previous contract was held by Dell Federal Inc. with a value of $92.7 million, expiring in January 2025. The base period requires 68,776.50 total licenses, with subsequent ordering periods decreasing to 61,900 and 55,712 licenses respectively. The contract will support Per-User (named) and Concurrent User licenses for Horizon VDI technology, which is the Army's authorized Virtual Desktop Infrastructure solution for Secure Internet Protocol Router (SIPR). The place of performance is Fort Belvoir, Virginia, with a contract period spanning from January 23, 2025, through January 22, 2028. An optional surge CLIN allows for approximately 1% increase at the same unit prices, providing flexibility for potential additional license requirements.
