EVALUATION CRITERIA

M.1. BASIS FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) AWARD.

ACC-RI intends to award a single Firm Fixed Price (FFP) ID/IQ. The award will be made to a single, responsible small business Offeror with the lowest priced technically acceptable proposal, IAW Federal Acquisition Regulation (FAR) 15.101. Proposals will be evaluated for technical acceptability but will not be ranked using the non-price Factors. In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in the Technical Approach Factor. A proposal receiving a rating of “Unacceptable” in the Technical Approach Factor will not be eligible for award. The Government reserves the right to reject any or all proposals and make no award if such action is in the best interest of the Government. An award under this solicitation in no way obligates the Government to any additional funds or additional ordering periods.

M.1.1. The Government will first evaluate the lowest priced proposal. If the Government determines that this lowest priced proposal is technically acceptable, the Government intends to select that lowest priced proposal for award and not conduct any further proposal evaluations. If the lowest priced proposal is found technically unacceptable, the Government will evaluate the next lowest priced proposal. After review of the second proposal, the Government may make an award to that offeror or conduct exchanges with both offerors. Once the Government has begun exchanges, no further exchanges with the previous Offeror will normally occur, although the Contracting Officer reserves the right to do so if it is determined to be in the best interest of the Government. This process shall continue until an agreement is successfully reached and an IDIQ is awarded.

M.1.2. There are three (3) evaluation factors: Technical Capability, Cost/Price, and Documentation. Volume 1 (Documentation) will be reviewed for compliance with the RFP instructions. No rating will be assigned to this Volume. Instead, this Volume will result in a determination of whether the proposal is responsive or non-responsive. The Government will review the RFP and Instructions and Evaluation Criteria and amendments for accurate completion and applicable required signatures.

M.1.3. Offers are solicited on an “all or none” basis. Failure to submit an offer for all products, items, and quantities stated in the RFP may be cause for rejection of the offer.

M.1.4. Submissions will be evaluated based on the factors described in Sections M.4. and M.5. of this document.

M.1.5. The Government intends to award without exchanges or clarifications;

therefore, Offeror is strongly encouraged to submit its most competitive proposal and price in response to the RFP. The Contracting Officer reserves the right to contact offerors for clarification without opening exchanges.

M.1.6. All exchanges, if required, with Offerors will be accomplished through email.

M.1.7. Award will be made to the LPTA small business offeror that is responsible.

The Government reserves the right to award to other than the lowest priced Offeror if that Offeror is determined not to be responsible or is unable to accept an award. The Government reserves the right to make no award depending on the quality of the submissions, prices submitted, and availability of funds. This is a Lowest Price Technically Acceptable (LPTA) source selection. Award will be made to the lowest evaluated price of the quotes that meets the acceptability standards for the non-cost factors. The lowest priced quote will be evaluated for technical acceptability first. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest remaining price quote is determined technically acceptable. Once a quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed, and award will be made.

M.1.8. The Government will determine responsibility by analyzing whether the contractor meets the standards set forth in FAR Subpart 9.1, Responsible Prospective Contractors. The Contracting Officer reserves the right to review and consider performance evaluations, integrity records, and other data obtained from other Government sources, such as the Federal Awardee Performance and Integrity Information System, the System for Award Management exclusions, and the Contractor Performance Assessment Reporting System. If the Government determines the LPTA Offeror non-responsible, the Government reserves the right to determine responsibility for the next LPTA Offeror, based on the Government’s evaluation, until a responsible LPTA Small Business Offeror is determined, and an IDIQ is awarded.

M.2. EVALUATION FACTORS.

Evaluation of the Offeror's proposal shall address each factor as it applies to the Price Matrix and Terms and Conditions. During evaluations of each proposal, the Government will assign a rating as “Acceptable” or “Unacceptable” for Factor 2. The Government will conduct its analysis by evaluating the information submitted by the Offeror in response to Section L for the following factors:

Volume 2 – Factor 2: Technical Capability and Management Approach

Volume 3 – Factor 3: Price

M.3. ACCEPTABLE/UNACCEPTABLE

M.3.1. Factor 1 – Documentation. Volume 1 will be reviewed for compliance with the RFP instructions. No rating will be assigned to this Volume. Instead, this Volume will result in a determination of whether the proposal is responsive or non-responsive.

M.3.2. Factor 2 – Technical Capability. Factor 2 will be rated on an Acceptable/Unacceptable basis. Factor 2 will be given one overall rating of acceptable versus unacceptable.

M.3.3. Factor 3 – Price. Analysis will be made on a Lowest Price Technically Acceptable analysis. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.

M.3.4 Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

M.3.5 In order to be considered for award, the proposal must be rated as Acceptable in Factor 2. An Acceptable rating meets the requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate. A rating of Unacceptable in any single factor will render the proposal Unacceptable and ineligible for award.

M.4. EVALUATION APPROACH AND RATINGS.

M.4.1 All proposals shall be evaluated by the Evaluation/Source Selection Team.

M.4.2 Evaluation Ratings. The Government will evaluate Factor 2 – Technical Capability Requirements as Acceptable or Unacceptable, defined as follows:

TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS

Rating Definition Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

M.5. EVALUATION PROCESS.

The Government will conduct its analysis by evaluating the information submitted by the Offeror in response to the RFP. The Government will first ensure that all proposals received by the PCO, or designee were received no later than the hour and date given in the RFP and that each offeror has submitted all of the required information in the quantities and format specified in the RFP. The Government will evaluate the offeror’s technical approach to determine the extent to which it meets or exceeds the requirement. If the offeror’s proposal is determined to be Unacceptable it will not be further evaluated, and the offeror will be ineligible for award.

M.5.1 Volume 1 – Factor 1 –Documentation.

Any supporting documentation included within Volume 1 will be reviewed and considered part of the proposal. Volume 1 will be reviewed for compliance with the RFP instructions. No rating will be assigned to this Volume. Instead, this Volume will result in a determination of whether the proposal is responsive or non-responsive

M.5.2 Volume 2 – Factor 2 – Technical Capability and Management Approach.

The Offeror’s technical capability and management approach will be evaluated on the acceptability of the Offeror to clearly demonstrate the following:

Reseller Authorization Confirmation, Standard of Proof: The offeror provided the information required by the instructions to Offerors, which demonstrates that the offeror is an authorized reseller of all items listed in the price matrix, Attachment 0001.

M.5.3 Volume 3 – Factor 3 – Price.

M.5.3.1 The Government will evaluate the Total Evaluated Price based on the proposed Unit Price proposed in Attachment 0001, Horizon Price Matrix. The Government reserves the right to deem an Offeror’s/Company’s proposal unacceptable if the proposed Unit Prices are higher than the established maximum rates in the Offeror’s Omnissa Price Catalog.

M.5.3.2 Total Evaluated Price: The Total Evaluated Price will be derived from Attachment 0001, Horizon Price Matrix. The total Evaluated Price is identified as “Total Evaluated Price” in the “Summary” tab of Attachment 0001, Horizon Price Matrix.

The Total for each CLIN (X001) for the Base Period, Ordering Period One, and Ordering Period Two is the sum of each Product Total for that CLIN. The Product Totals for each CLIN is calculated by multiplying the Quantity by the Proposed Unit Price for each Product.

The Total for the Optional Surge CLIN X002 is calculated by multiplying CLIN X001’s total amount found on the “Summary” tab by 1% for the Base Period, Ordering Period One, and Ordering Period Two.

The Quantity Total and Product Total for each CLIN is then populated into its “Summary” tab for its respective CLIN QTY and FFP Total.

CLIN X002 Surge, is optional. The Optional Surge CLIN can be exercised at any time upon the need for additional products in the Base Period, Ordering Period One, and Ordering Period Two.

The Optional Surge CLIN can be used to acquire any additional products listed on the Price Matrix as needed but shall not exceed the Optional Surge CLIN total ceiling amount in each ordering period. The Government is not obligated to activate the optional surge CLIN.

The Total Evaluated Price is the calculated result of summing of the totals from all CLINs (CLIN X001 – X002).

M.5.3.3 Price Analysis: The Government will use the proposal analysis techniques in FAR 15.404-1 to determine price reasonableness. The Government anticipates receiving competitive proposals and using adequate price competition to determine whether the proposed prices are fair and reasonable but reserves the right to require the submission of any data (e.g., other than certified cost or pricing data) necessary to establish the price reasonableness of a proposal.

M.5.3.4 Unbalanced Pricing: The Government will evaluate proposals to identify any unbalanced pricing between labor rates and ordering periods, as applicable.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line item (CLINs) is significantly over or understated, as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-1(g), the Government may pose an unacceptable risk to the Government.
