About this opportunity

USAID/El Salvador seeks a local organization to conduct household surveys and data analysis to measure public perceptions related to security, economic opportunities, governance, and migration drivers. Offerors must propose survey instruments, sampling plans, and methodologies to collect data from three urban hubs and calculate a Hope Index annually over five years. Proposals will be evaluated on technical approach, personnel qualifications, past performance, and price, with award made to the lowest price technically acceptable offeror. Proposals are due by July 12, 2021, with award of a firm-fixed-price, five-year contract administered according to FAR Part 15.

There is no set-aside designation. The NAICS code is 541611 and PSC code is R499. The contractor will provide survey deliverables five times from 2021 through 2025 and calculate indices to measure progress against USAID's strategy. Performance will take place in El Salvador. An amendment clarified the methodology does not require a longitudinal or cross-sectional design.

Notice text

The U.S. Agency for International Development (USAID) in El Salvador, USAID/El Salvador, requests the services of a local organization to carry out research tasks through household surveys and data analysis to help USAID/El Salvador understand public perceptions of the current and future conditions in targeted areas. The survey results will be used to measure actions taken by USAID to address the drivers of irregular migration: insecurity, a lack of economic opportunities, and a lack of basic services and to measure progress on the impact of USAID’s interventions.
