About this file

This document is an amendment to a request for proposals for a Hope Index Perception Survey issued by the US Agency for International Development in El Salvador. The amendment clarifies that the contractor will provide survey deliverables including data collection five times over a five-year period from 2021 through 2025. It also answers questions from interested offerors, such as confirming the proposal should include costs for the full five-year period and clarifying the methodology does not need to be either longitudinal or cross-sectional.

Hope Index Perception Survey

RFP No. 72051921R00004

Amendment No. 01

The purpose of this amendment is to: A) amend F. 4 Deliverables, page 16; and B) provide answers to the questions submitted by interested parties in regards to this RFP.

A. Please take note of the following amendment under F. 4 Deliverables, page 16 of the

RFP. The changes are highlighted in yellow:

Original version:

The Offeror will provide deliverables 4, 5, 6, and 7 four times: a baseline in 2021, second data collection in 2022, third data collection in 2023, four data collection in 2024, and an end line in 2025. Depending on the availability of funds, the Mission can commission a sixth data collection in 2026. Unless anything changes, the Offeror will present deliverables 1, 2, and 3 only once before the baseline. Any change to the Work

Plan, the DMP, or the questionnaire must be approved by USAID/El Salvador.

Revised version:

The Offeror will provide deliverables 4, 5, 6, and 7 five times: a baseline in 2021, second data collection in 2022, third data collection in 2023, fourth data collection in

2024, and an end line in 2025.

B. The following Questions and Answers to the Hope Index Perception Survey RFP:

1. Is it possible to have the SOW in Spanish? Our organization is interested in applying.

USAID response: Thank you for your interest in participating in submitting a proposal for the Hope Index Perception Survey. Unfortunately, we are unable to provide the documents in Spanish since our official language for documentation is English.

2. On page 6, when you request a margin of error no larger than 2.5% and at least 90% confident, should it be an error of 2.5 and an interval of confidence of 97.5%?

USAID response: 90% is a reference to the confidence level, not to the confidence interval.

3. On the same page you mention about “hubs”, these include between 18 and 28 municipalities and the size must be representative to the hub, in which case, do you require that the sample be taken from all the municipalities or can we select the municipalities according to statistical criteria (randomly)?

USAID response: It is not a requirement that the sample must be taken from all the municipalities. In the technical proposal, the Offeror will describe and justify their approach and methodology to get the sample that satisfies the requirement of representativity at the hub level.

4. The “hope index” needs to be comparative or have the ability to be replicated in LAPOP?

, or only the general results? In page 6, it mentions that the index needs to be made with data collected and third-party sources. These third-party sources would be the data from

LAPOP?

USAID response: The offeror will use the data collected through the survey and any other data that the offeror considers necessary to build a robust hope index comparable on an annual basis and within the hubs. The additional data can be administrative data, third party sources, or own surveys. USAID is not proposing a specific data source, additional to this survey, to be included in the construction of the hope index.

The survey must mirror as much as possible, and when applicable, the questions of the instruments used for the bi-annual LAPOP (not all the questions in LAPOP questionnaires are applicable for the purposes of this study). USAID expects to make comparisons for the general results.

5. Is it necessary to subscribe to a bank of consultants?

USAID response: The RFP does not mention that it is necessary. The requirement is that the Contractor will propose the most adequate team size and composition. The team must be a combination of Specialists with relevant experience in similar studies.

6. Under F.4 Deliverables: “The Offeror will provide deliverables 4,5,6, and 7 four times; a baseline in 2021, second data collection in 2022, third data collection in 2023, four data collection in 2024, and an end line in 2025. Depending on the availability of funds, the

Mission can commission a sixth data collection in 2026. Unless anything changes, the

Offeror will present deliverables 1,2,3 only once before the baseline. Any change to the

Work Plan, the DMP, or the questionnaire must be approved by USAID/El Salvador”.

The text document should say “fourth collection” or indeed “four data collections in

2024” should be made? Confirm if they are four times or are five times, including the final line.

USAID response: This is a typo. The offeror will provide deliverables 4, 5, 6, and 7 five times, including for the end line. The reference for 2024 is the “fourth” data collection.

Please see Part A for the amended version.

Availability of funds of the contractor or contracting party?

USAID response: Depending on the availability of funds of USAID.

7. H.7 Language requirements: “Contractor personnel and/or consultants must have English and Spanish language proficiency as needed to perform technical services. USAID reserves the right to test proposed individuals to ensure that they have the required language capability as required by the Contract”.

Regarding the command of the English language, is it possible to include a person who performs the simultaneous translation work?

USAID response: If you would like to include a simultaneous translation, you can, but please note that this is not a requirement in the RFP. Be aware that all official verbal and written communication will be in English. The communication should not be delayed if the translator is not available. The clause in FAR Part 52.225-14 states that, “in the event of inconsistency between any terms of the contract and any translation into another language, the English language meaning shall control”.

8. Should the proposal (technical and budget) include the five surveys or just the first year?

USAID response: The proposal is for the five-year period.

9. Are you considering the yearly surveys to be cross-sectional or longitudinal (panel)?

USAID response: Neither longitudinal nor cross-sectional studies are required.

However, the offeror is free to propose in the technical proposal the approach and methodologies that they consider necessary to get the results of the SOW.

10. Is the cost proposal and narrative included in the 15-page limit?

USAID response: No, the cost proposal and narrative do not have a page limit. The

Technical Proposal does have a 15-page limit.

11. Is there a specific format (template) for the budget? Or can we just follow L.9 instructions?

USAID response: There is no specific format. You can follow L. 9 as a model and make sure to provide a narrative discussing the different elements to adequately justify the total price. Please include the budget for a period of performance of five years.
