About this opportunity
The Department of the Army National Guard seeks Homeland Security Institute seminar services—specifically the General and Flag Officers Homeland Security Executive Seminar (GFOS) and the Leadership in Homeland Security Seminar (LHS)—with proposals due August 19, 2026. The procurement is a Women-Owned Small Business (WOSB) set-aside under an IDIQ Single Award Task Order Contract vehicle with a three-year ordering period and an estimated ceiling of $3.3 million.
The contractor must be an accredited educational institution authorized to award bachelor's, master's, and Ph.D. degrees and must provide Ph.D.-level tenured faculty with at least ten years' experience instructing in disaster planning, homeland security, emergency management, or crisis leadership. Each seminar accommodates up to 65 participants over 4–6 days of instruction using case study-driven, participant-centered learning with a minimum of eight case studies (target of ten) and a minimum of three guest instructors with firsthand crisis response experience. The contractor must develop National Guard-centric case studies covering events from the past five years in which the National Guard played a significant role, with completion within 10–12 months and HSI review at 50% and 75% completion checkpoints. The NAICS code is 611310, Colleges, Universities, and Professional Schools.
Place of performance is at Hanscom Air Force Base, Massachusetts. The contract is priced on a firm-fixed-price basis. Proposals are submitted in three volumes: Technical Capability (25 pages), Past Performance (5 pages), and Price (5 pages). Evaluation criteria weight Technical/Management Capability and Past Performance significantly more important than price. All course materials and documents produced become government property with unlimited rights.
