About this opportunity
The Massachusetts Army National Guard seeks an accredited institution of higher learning to provide professional seminar services under a single-award IDIQ contract with proposals due June 8, 2026. The procurement carries a Women-Owned Small Business (WOSB) set-aside, potentially including Economically Disadvantaged Women-Owned Small Business (EDWOSB) eligibility.
Place of performance is Massachusetts, with service delivery and inspection/acceptance at W8A6 MAARNG ELEMENT, JF HQ, Hanscom AFB, MA 01731-0000. The contractor must be accredited to award bachelor's, master's, and Ph.D. degrees and maintain established Executive Education courses in disaster planning, homeland security, emergency management, or crisis leadership taught at the senior executive level.
The contractor shall deliver two seminars over the three-year ordering period (July 1, 2026 through June 30, 2029): a General and Flag Officers Homeland Security Executive Seminar (4–5 days for up to 65 participants) and a Leadership in Homeland Security Seminar (5–6 days for up to 65 participants). Both must be case study-driven using participant-centered learning and the Socratic Method, with 8–10 case studies minimum and 3–5 guest instructors possessing firsthand national-level crisis response experience. Main instructors must hold Ph.D.-level tenure with at least 10 years of demonstrated senior executive-level teaching experience in relevant topics. The contractor provides all personnel, equipment, tools, materials, supervision, and logistics, including meals and state-of-the-art facilities with separate breakout rooms. Approximately 40 of 65 seats per seminar are government-funded for National Guard personnel; the remaining 25 seats may be filled by non-National Guard participants paying directly to the contractor.
The maximum contract ceiling is $3,300,000 across the three-year ordering period. Individual task orders are Firm-Fixed-Price. Evaluation weighs Technical/Management Capability and Past Performance significantly more heavily than Price. NAICS code is 611310, Colleges, Universities, and Professional Schools.
