About this opportunity
The Department of Housing and Urban Development seeks a subscription to a dynamic real estate data and analytics database serving its Economic and Market Analysis Division, with quotations due July 24, 2026, and industry questions due July 13, 2026. This is full and open competition with no set-aside.
Place of performance is the contractor's facility. The database must provide online access to home sales data covering all U.S. markets for up to 50 licensed users, with querying, saving, and sharing capabilities among HUD user accounts; unlimited downloads in Microsoft Excel-compatible formats (.CSV or .xlsx); and a dedicated project manager for user support. The platform must be accessible 24/7 via standard web browser on HUD computers without additional plug-ins, deliver transaction-level data with at least 90 percent national coverage including sales counts, average prices, and pricing-by-range disaggregated by sale type, structure type, and geography; maintain historical data back to 2009; provide standardized and customizable reports; and offer subdivision construction pipeline data. Data updates must occur at least twice monthly, and HUD retains full rights to utilize, cite, and publish the data.
The contract is Firm-Fixed-Price with one 12-month base period and four optional 12-month periods, performance beginning 30 days post-award. The period of performance runs September 26, 2026 through September 25, 2031. NAICS code 531390 carries a $19.5 million size standard. Pricing is $50 per subscription license annually, with offerors to specify the number of licenses required. Evaluation uses a Lowest Price Technically Acceptable best-value approach, rating technical acceptability as Acceptable or Unacceptable based on Technical Approach (12 pages maximum), Quality Control Plan (3 pages), Management Plan (2 pages), and Price. Award goes to the lowest-priced technically acceptable, responsible offeror. Quotation validity must be at least 180 calendar days. Amendment 0001 extended the question deadline to July 13 and proposal deadline to July 24; Amendment 0002 updated Factor 2 and clarified Factor 3 of evaluation criteria.
