About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 seeks home oxygen and ventilator services covering Fayetteville, Little Rock, and Jackson medical centers, with proposals due September 21, 2026 at 16:00 CST. This procurement is a Service-Disabled Veteran-Owned Small Business set-aside. Questions are due September 11, 2026 at 16:00 CST.

Place of performance spans Fayetteville, Arkansas; Little Rock, Arkansas; and Jackson, Mississippi, covering 37 counties and parishes across Arkansas, Louisiana, Oklahoma, Missouri, Kansas, and Texas. The contract covers approximately 3,516 oxygen-using patients and 61 ventilator patients monthly across the three facilities and their associated Community-Based Outpatient Clinics.

The Performance Work Statement requires contractors to furnish all labor, materials, equipment, and supplies to deliver home oxygen and ventilation services 365 days annually. Initial setups for home oxygen patients must be completed within four hours for continuous flow prescriptions and same-day for discharged patients. All patients must receive backup oxygen lasting a minimum of three times the contractor's maximum response time or 18 hours, whichever is greater. Semi-annual preventive maintenance is required for all oxygen patients; monthly home visits by certified or registered respiratory therapists are required for ventilator patients. Emergency maintenance must be available 24/7 with two-hour response and six-hour resolution. Contractors must maintain Joint Commission accreditation.

The contract runs from November 1, 2026 through October 31, 2031, consisting of a base year plus four option years. The pricing schedule includes 36 contract line items covering oxygen concentrators, cylinders, liquid oxygen systems, ventilator equipment, ancillary supplies, home environment assessments, and re-education visits, all marked Not Separately Priced pending contractor proposal. The NAICS code is 621610, Home Health Care Services; PSC is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The government intends a single award covering all three stations rather than separate awards by location.

Amendment Three, issued September 15, 2026, provides government responses to technical questions and an updated pricing schedule (dated 9-15-26) reflecting clarifications. A revised Performance Work Statement will follow addressing the technical clarifications. The contracting officer is Luke Miles; additional questions should be directed to luke.miles@va.gov.
