About this opportunity
The U.S. Army Corps of Engineers, Detroit District is conducting market research through a sources sought notice for Holland North Revetment Repairs in Holland, Michigan, with responses due June 9, 2026. This is a market-research vehicle only; no award will result, and no solicitation or drawings are currently available. The procurement approach—including potential small business set-aside eligibility—will be determined based on responses received.
The project involves rehabilitation of approximately 515 feet of the Holland North Revetment, Sections C, D, and E. The existing structures consist of timber cribs and Wakefield walls encapsulated with steel sheet piling. Work will install an anchored steel sheet pile bulkhead on the landward side of the existing wall, featuring an NZ 26 front wall, NZ 19 anchor wall, a 10-foot wide pile-supported concrete walkway, and new pipe railings. Primary objectives are reducing wave overtopping and erosion by increasing bulkhead and walkway elevation to match the adjacent NOAA Gauge House, and remediating deteriorating structures.
The Corps explicitly invites responses from both small and large business firms, regardless of socioeconomic status. The Government will consider all small business set-aside categories and notes that two or more small business firms capable of performing the work may influence acquisition strategy and set-aside determination. Respondents should provide company information, socioeconomic certifications (small business, SDB, 8(a), VOSB, SDVOSB, HUBZone, WOSB), three past project examples within the last ten years demonstrating similar experience, bonding capability, and a descriptive capability statement. NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Y1PZ (Construction of Other Non-Building Facilities) apply.
