About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center seeks a Special Access Program Facility to house an operational IT team of 44 personnel managing the Secure Voice Service, with proposals due May 18. This procurement is sole source under 10 U.S.C. 3204(a)(1), foreclosing full and open competition; market research including an RFI on SAM.gov determined only one responsible source exists to satisfy agency requirements.

Place of performance is Beavercreek, Ohio. The facility must accommodate 8 teams, dedicated office spaces, IT equipment storage, a loading dock, and a secure communications room. Each workstation requires 6 fiber drops for phone and data equipment, desk space for 2 PCs, 3 monitors, and 2 phones. The facility must provide 1,500 square feet of storage for over 2,500 pieces of IT equipment, a loading dock for hardware delivery, a 2 GB commercial data circuit for remote IT system management, and a communications room sized for 2 racks. The facility must hold Special Access Program accreditation and maintain unclassified communication infrastructure.

The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); PSC is X1AA, Lease/Rental of Office Buildings. Period of performance is three years from date of award, funded through FY26–FY28 O&M 3400 funds. The contract ceiling is $5 million; the three-year total cost estimate is $4,402,349 (Year 1: $1,410,335; Year 2: $1,466,676; Year 3: $1,525,338). Market research supports the determination that the anticipated contractor, Parallax Advanced Research at 4035 Colonel Glenn Highway, Beavercreek, Ohio, is the single responsible source due to existing SAP accreditation, facility configuration, and on-site security and management support.
