About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document for a contract valued below $10 million.
The Air Force seeks to award a contract to provide Enterprise Information Technology support for acknowledged and unacknowledged Special Access Programs (SAPs) executed by the Air Force. The contracting activity is AFLCMC/HNJK. Services required include turnkey services, security services, and management of an off-base facility to support program office operations. AFLCMC/HNJT-OL is responsible for deploying Secure Voice Services (SVS) to offices executing DAF SAPs to enable secure communications and accelerate development and deployment of SAP products. The contract has an estimated ceiling of $5,000,000 with overarching terms and conditions, with specific statements of work, performance work statements, CDRLs, GFP, and security requirements to be addressed at the task or delivery order level. The period of performance is three years from date of award, funded through FY26-FY28 O&M 3400 funds. The three-year total cost is $4,402,349 (Year 1: $1,410,335; Year 2: $1,466,676; Year 3: $1,525,338).
The justification relies on 10 U.S.C. 3204(a)(1), which permits other than full and open competition when only one responsible source exists and no other supplies or services will satisfy agency requirements. The Air Force anticipates Parallax Advanced Research at 4035 Colonel Glenn Highway, Beavercreek, Ohio, will provide services. The facility is unique due to SAP accreditation, unclassified communication infrastructure, off-base location minimizing security risks, and existing on-site security support and facility management. Market research, including an RFI posted on SAM.gov to which only Parallax responded with adequate information, supports the single-source determination. The Air Force determined the pricing is fair and reasonable per RFO Subpart 15.4.
