About this opportunity
The U.S. Geological Survey (USGS), an agency within the Department of the Interior, has issued a Special Notice of Intent to acquire historical seismic data from American Geophysical Corporation. The notice specifically pertains to the licensure of two seismic lines (P6339:1 and P6339:2) totaling approximately 15.04 miles across the Stillwater Complex in Montana. USGS has determined that American Geophysical Corporation is the sole source for these proprietary seismic data lines, originally collected in 1982. The acquisition is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b) using simplified acquisition procedures for commercial items. The notice is primarily intended to satisfy FAR Subpart 5.2 requirements and provide transparency in the procurement process.
The primary objective of this Special Notice is to obtain historical 2-D active seismic data for studying critical mineral resources, geologic hydrogen potential, and carbon capture storage opportunities in the Stillwater Complex. While the notice indicates a single-source procurement, it technically allows other responsible parties to submit quotations, though the government retains sole discretion in determining competition. Key submission requirements include electronic mail responses to rlujan@usgs.gov, with a strict deadline of December 27, 2024, at 0800 hrs central time. The performance period spans from December 16, 2024, to January 30, 2025, with final data delivery required by January 30, 2025. Contractors should note the specific NAICS code (541360 - Geophysical Surveying and Mapping Services) and PSC code (7644 - Digital Maps, Charts and Geodetic Products) associated with this opportunity. Hard copy or web portal submissions will not be accepted, emphasizing the electronic submission requirement.

NOTICE OF INTENT
This is a notice of intent to solicit from a single source.
The US Geological Survey (USGS) intends to award a purchase order to American Geophysical Corporation for acquirement of licensure for active seismic lines as described in the attached Salient Characteristics.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. American Geophysical Corporation is, to the knowledge of the USGS, the only source who can provide licensure to seismic lines P6339:1 (6.29 mi) and P6339:2 (8.75 mi) as they own the exclusive rights to the proprietary seismic data.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code 541360 Geophysical Surveying and Mapping Services and PSC 7644 Digital maps, Charts and Geodetic Products apply to this announcement.
