About this opportunity

The Department of Homeland Security Customs and Border Protection (CBP) has issued a Special Notice regarding a sole source procurement for a Hirsch Velocity Access Control System Upgrade at the U.S. Border Patrol New Orleans Sector facility. The procurement is set aside for small businesses and involves upgrading access control system components at the historic U.S. Customs House located at 423 Canal Street, New Orleans. CBP intends to award this contract directly to Fire Protection Service Corp under FAR 6.302-1, citing only one responsible source available to meet the agency's requirements. The procurement falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors, with a total installed cost of $41,120.00. The work includes providing and installing upgraded Hirsch Velocity access control system components, including software, server, and controllers.

The purpose of this sole source award is to maintain continuity with an existing contractor who possesses the necessary expertise in GSA and New Orleans historical society requirements and regulations, avoiding potential security and operational disruptions. Interested parties who believe they can provide the required capabilities may submit information about their companies by emailing the contract specialist at amoz.j.samuel@cbp.dhs.gov no later than 5:00 PM Eastern Time on July 29, 2025. No phone calls will be accepted, and no formal solicitation will be issued. The scope of work includes a 45-day performance period for system upgrade, installation, testing, and compliance with Louisiana State Fire Marshal requirements, along with a one-year parts and labor warranty. CBP has determined that contracting with a new company would result in delays and security issues that would negatively impact Border Patrol personnel operations and emergency response capabilities.

Notice text

In accordance with FAR 6.302-1, Only One Responsible Source and No other Supplies or Services will satisfy agency requirement. Customs and Border Protection intends to negotiate a Sole Source Award with vendor Fire Protection Service Corp for a Hirsch Velocity Access Control System Upgrade. The Contractor shall provide and install upgraded Hirsch Velocity access control system components, including software, server, and controllers, along with submission and compliance processes with the Louisiana State Fire Marshal in accordance with the requirements of this SOW. The NAICS code for this procurement is 238210. This notice of intent is not a request for quotations. No solicitation will be made available. Interested parties who wish to submit information about their companies’ capabilities can email the contract specialist no later than 5:00 PM, Eastern Time, 7/29/2025. Information should be emailed to amoz.j.samuel@cbp.dhs.gov, no phone calls accepted.

It has been determined that it would be of greater value to CBP to maintain the expertise of the aforementioned contractor, than to contract with a new company that would need to learn GSA and New Orleans historical society requirements and regulations. This would come at the expense of USBP personnel who would have issues with door access, security, and delayed emergency response times.
