Statement of Work (SOW)

Hirsch Velocity Access Control System Upgrade – USBP New Orleans Sector

1. BACKGROUND:

The U.S. Border Patrol (USBP), New Orleans Sector (NLL), located at the historic U.S. Customs House at 423 Canal Street, New Orleans, LA, requires a system upgrade to its existing Hirsch Velocity access control infrastructure. This system, initially installed following renovations due to Hurricane Katrina and utilized by USBP since 2015, plays a critical role in the security posture of the sector and all federal tenants in the building. Continuity of systems and hardware, as well as institutional knowledge of the facility by the contractor, are essential for efficient and historically sensitive upgrades.

2. SCOPE:

Under this Statement of Work, ADS Systems LLC shall provide and install upgraded Hirsch Velocity access control system components, including software, server, and controllers, along with submission and compliance processes with the Louisiana State Fire Marshal. The scope includes delivery, installation, testing, inspection, and commissioning of the system. A one-year warranty covering parts and labor will be provided. Work is to be performed during normal business hours (7:00 a.m. to 3:30 p.m., Monday–Friday).

Total installed cost, including tax, is $41,120.00.

4. SPECIFIC TASKS:

1. Task 1: System Upgrade and Installation

Supply and install: 1 HIRSCH Velocity Software License – Federal Edition, 1 HIRSCH Velocity Software Support Agreement (5-Year), 1 HIRSCH Management System Tower Server, 1 HIRSCH MX-8 Controller, 1 set HIRSCH Work Instructions, 1 lot: Tax, Wire, Labor. Upgrade one existing controller. Provide one Hirsch System Engineer for remote labor integration.

2. Task 2: Fire Marshal Compliance & Inspection

Prepare and submit fire alarm system documentation for Louisiana State Fire Marshal approval. Pay required review fees. Attend final inspection. Provide NFPA 72 Certificate of Compliance.

3. Task 3: Warranty and Documentation

Provide one-year parts and labor warranty from date of acceptance or beneficial use. Deliver all system documentation, compliance records, and support agreements.

5. DELIVERABLES AND DELIVERY SCHEDULE:

Deliverables include installation, licensing, inspection submission, and final documentation. All are due within 30–45 calendar days of award.

6. GOVERNMENT-FURNISHED EQUIPMENT AND

INFORMATION:

None. All tools, hardware, and installation materials will be supplied by ADS Systems LLC.

7. PLACE OF PERFORMANCE:

U.S. Customs House, 423 Canal Street, New Orleans, LA 70130. All work is to be performed on-site.

8. PERIOD OF PERFORMANCE:

Performance will begin immediately upon award and is expected to be completed within 45 calendar days.

9. SECURITY:

The work is Sensitive but Unclassified. All personnel will comply with local and federal access control policies. No security clearance is required.

10. SPECIAL CONSIDERATIONS:

Includes exclusions and clarifications from ADS Systems LLC’s proposal, such as:

• - No prevailing wages included

• - Electrical Contractor to provide conduit, boxes, 120VAC circuits, lifts, and wall penetrations

• - No patching, painting, or fire caulking included

• - Work during normal hours only

• - No liquidated damages or subrogation waivers accepted

• - 10% fee billed immediately for startup/engineering

• - 25% restocking charge for returns

• - Payment terms are net 30 with retainage after final inspection
