This acquisition will be conducted on an unrestricted basis under the "Only One Responsible Source of Supply" authority per FAR Part 6.302-1. Contractors must demonstrate technical capability to meet all government requirements through their technical proposals, and the government will award the contract to the responsible offeror whose offer is most advantageous based on cost and price considerations. Critical to this procurement is the requirement that contractors obtain specific certifications as a precondition to production, with no waivers authorized. The solicitation will remain open for 30 days from posting, with price proposals due to the Contracting Officer (Maria.Aguayo@dla.mil) and Contract Specialist (Alex.Salim@dla.mil) by November 12, 2025. Additionally, contractors must be aware that this procurement involves export-controlled technical data subject to International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR), requiring prior authorization from the Department of State or Department of Commerce before any disclosure or export.

This is an unrestricted procurement with no set-aside designation, and no incumbent contractor or award value range has been specified in the pre-solicitation notice. Delivery is required FOB Destination to DLA Troop Support's Third-Party Logistics depot in Austin, Texas, with inspection and acceptance occurring at the source. First Article Testing (FAT) may be required as part of the contract performance. The contract is structured as a firm-fixed-price award with a one-year base term, though the notice does not indicate whether option periods are contemplated. Interested contractors should prepare technical and cost proposals demonstrating their capacity to procure the specified Thales Avionics components and comply with all export control requirements applicable to this sensitive military equipment.
