About this opportunity
The U.S. Department of Homeland Security, Customs and Border Protection (CBP) is soliciting proposals for construction services to expand the shelter structure at the Highway 86 Border Patrol Checkpoint in Westmorland, California. The project scope includes ground preparation with demolition and disposal of existing materials, installation of concrete footings designed to withstand 100-mile winds, relocation of existing lights, installation of a prefabricated metal covering structure measuring approximately 30 feet by 80 feet by 30 feet, addition of wall coverings on the west and east walls, and painting of newly installed components to match existing structures. The contractor must acquire all necessary federal and state permits and comply with applicable federal, state, and local laws and regulations. Proposals will be evaluated using a best value trade-off analysis based on three factors: Technical (non-cost), Past Performance (non-cost), and Cost/Price, with non-cost factors weighted more heavily than cost unless technical proposals are substantially equal. The extended deadline for proposal submission is March 26, 2026, at 2:00 PM Eastern Time, and all proposals must be submitted via email to Contracting Officer Paul Barrett at paul.barrett@cbp.dhs.gov.
This solicitation is designated as a Total Small Business set-aside with no identified incumbent contractor. The estimated project value ranges between $200,000 and $300,000, and the contract will be awarded on a firm fixed-price basis. The contractor must commence work within one calendar day of receiving the Notice to Proceed and complete all work within a 12-month period of performance. Performance and payment bonds equal to 100 percent of the contract price are required within 15 calendar days of award. Work will be performed at 3900 West Highway 86, Westmorland, California 92281, and prevailing wage rates established under Wage Determination CA202600002 for Imperial County (effective January 23, 2026) apply to all labor costs. A voluntary site visit was offered on March 19, 2026, at 9:00 AM local time, and offerors must submit detailed technical narratives not exceeding two pages, no more than three past performance references, and a completed price cost proposal form with supporting documentation.
